very rough estimate to see if it is even close to 1k HP. It would however still have to start with some sort of material analysis to get an idea of the general strength of the material and the variance from the inside to outside as you were pointing out. From there we could perhaps generalize the modulus of elasticity using the lowest value for use in estimating allowable HP at the weakest journal. It just boils down to which metallurgist has the time and equipment to do the analysis :)
